Perry works on high-profile and complex antitrust matters, drawing on his wide-ranging experience working for the Department of Justice and the U.S. House Judiciary Committee. His expertise spans congressional relations, regulatory advocacy, competition policy counseling, strategic communications, and coalition management.
As Senior Counsel in the Antitrust Division of the Department of Justice, Perry was instrumental in advancing pro-competition policy proposals. He helped lead legislative efforts responding to the growing dominance of large technology firms in digital markets, as well as the passage of the landmark Merger Filing Fee Modernization Act.
As Deputy Assistant Attorney General in the DOJ’s Office of Legislative Affairs, Perry provided strategic guidance on legislative and oversight matters involving the DOJ’s various divisions, including the Antitrust, Civil Rights, and Environmental and Natural Resources Divisions, the Executive Office for U.S. Trustees, and the Access to Justice Office.
Perry served on the House Judiciary Committee for 30 years, beginning as a Counsel on the Antitrust Subcommittee before being elevated to Democratic General Counsel in 1994 and Democratic Staff Director and Chief Counsel in 2001. In this role, Perry focused on a broad range of legislative and investigatory issues, including antitrust law and intellectual property.
